All Albums launch with default governance parameters defined by this doc: ipfs.io/ipfs/bafybeic7cadmyc2r426iq7cnfoa3khdtnhk7crnyh3vhfciamwo35waizy
For Album members to change this they need to pass a proposal specifying the change. Currently there's no system to do this in a robust way (ie. pass a proposal that asks for a change in quorum and hope everyone recognizes this change in the future).
This "Governance Rules Update" proposal type would link a new document defining the governance parameters for a specific Album.
